An index of small business indicators ticked up three-tenths of a point in October, but remained in recessionary territory at 93.1, The Business Journals reported. That's according to the National Federation of Independent Business, which bases its monthly Small Business Optimism Index on surveys of its members. The most noteworthy finding in last month's survey was that a record-high 23 percent of small business owners were uncertain whether the economy will be better or worse six months from now.
