This is costing the state over $200 million a year. What is surprising is that our state leaders were never aware that this cost has been rising since 2000. In 2011, the Arizona Health Care Cost Containment System (AHCCCS), Arizona's Medicaid program, paid for 53 percent of the state's 84,979 births.
