Leading Russian nongovernmental organizations said Thursday that they would defy a new law requiring those who receive funds from abroad to register as “foreign agents.” The leaders of nine prominent groups said they would ignore the law, which critics say is a bid to undermine the groups’ credibility. The law requires any nongovernmental organization that engages in vaguely defined political activity and receives foreign funds to register itself as a “foreign agent” and provide reports of its finances.
