CARLSBAD — In his State of the City speech Friday, Carlsbad Mayor Matt Hall praised the city for having a balanced budget, great businesses, and completing long-awaited projects, such as the Hilton Carlsbad Oceanfront Resort & Spa. "In this economy I was truly blessed. I was handed a checkbook that had money in it and all my reserves were full," he said of being appointed mayor in 2010. Prior to that he served on the city council from 1994 to 2006....
