And like the Vue condo complex, where penthouse suites provide panoramic views. Apparently I was wrong. It seems all of downtown is so lousy, so unappealing — so "contaminated" — that local officials have designated the entire hub as a "Brownfield" region. Now, theoretically, that means an area is polluted — and eligible for tax breaks or incentives to encourage redevelopment. But in 1997, state legislators followed the feds' lead in deciding that a site needn't be actually contaminated to qualify for your money. It could simply have "perceived" contamination....
