Staff Baltimore Business Journal Emails between top Maryland officials reveal some people involved with the State Center project thought it circumvented the state's bidding process, WBFF-TV (Channel 45) reported. A judge in December sided with area business leaders who sued the state arguing State Center was improperly awarded. Emails show the developers had political ties to Gov. Martin O'Malley, who apparently approved the development team before it was presented to the state's Board of Public Works. Some were major contributors to his campaigns.
