Michael Gunn, who is white, testified before an Ohio Civil Rights Commission administrative judge Friday in Cincinnati that he was outraged and had to move to safeguard his daughter from emotional harm. The judge is weighing penalties against the landlord that could include punitive and compensatory damages. The ruling is not expected for months.
