Oswego County, NY -- Oswego County has gone from having the longest serving county clerk in the state to the youngest county clerk in the state. Michael Backus, 29, settled Wednesday into the big back office in the county clerk’s area on the second floor of the County Office Building in Oswego — his first full day on the job as Oswego County Clerk. He was elected to the seat in November, filling the position held for more than 31 years by George Williams. Williams, of Constantia, died in September at age 77.
